Unions Decline to Endorse Senate Bill
The A.F.L.-C.I.O. and the Service Employees International Union, two of the country’s biggest labor organizations and strong allies of the Obama administration, have withheld their endorsements of the Senate health care bill now that the Senate has dropped the public option.
Instead, they are vowing to renew their fight for the public option, a government-run insurance program, and for other provisions once the Senate approves a final bill and melds it with the House bill, which does provide for a public option.
Andy Stern, the service employees’ president, told reporters in a conference call on Thursday afternoon that the Senate “had done all it’s going to do” and said he had “no belief these Senators will do anything better.”
It is time for the Senate, Mr. Stern said, “to send this bill on to conference where the real work needs to be done.”
The A.F.L.-C.I.O. took much the same tack on Thursday, calling the Senate bill “inadequate” and “too kind to the insurance industry.” Richard Trumka, the federation’s president, said in a statement that his union would work to bring down the cost of health care and to hold insurance companies accountable.
The House bill, he said, “is the model for genuine health care reform.”
But Families USA, a consumer advocacy group, did endorse the Senate bill Thursday, saying its positive provisions outweigh the negative ones.
Many unions and advocacy groups had supported an earlier version of the Senate health care legislation but were infuriated when the public option was dropped. Also falling by the wayside was a compromise measure that would have expanded Medicare to some people over 55.
Ron Pollack, executive director of Families USA, said in an interview that the controversy over the public option was overshadowing the positive aspects of the bill.
“We think there are so many elements in the bill that are of enormous help to families across the country,” Mr. Pollack said.
He said that no one in the Senate had asked his organization for its endorsement.
“We made the decision to do it today because our fear was we were losing further sight of the major improvements in the bill that are not controversial,” he said.
Those improvements, he said, include extending insurance coverage to 30 million people and new subsidies to help people buy health insurance, as well as measures banning insurance companies from denying coverage to people with pre-existing conditions, from charging women more than men, and from putting annual and lifetime limits on coverage.
Mr. Stern of the S.E.I.U. said that while he appreciated many aspects of the bill, the union could do little to advance its interests until the House and Senate bills were combined, although there was no guarantee that this process would produce a bill more to the union’s liking.
“This is not just going to be the Senate bill Ping-Ponged back to the House,” Mr. Stern said.
He also called for President Obama to step in and fight for some provisions that he has said are important to him, like making health care more affordable.
“We need his moral suasion,” Mr. Stern said. “We need his personal involvement.”
Mr. Stern did not say whether he or the union’s members would support a final bill if it did not include the measures the union was fighting for. “That will be a very hard decision,” he said.
For now, he said, “we think it’s time for the senators to take a vote, let the chips fall where they may.”
